POSITION SUMMARY:

 

Weill Cornell Medical College in Qatar (WCMC-Q) and Hamad Medical Corporation (HMC) have recently launched a Joint Institutional Review Board (IRB) to provide a unified ethical review of human subjects research conducted by either institution. 

 

Under the direction of the Director, Research Compliance (WCMC-Q) and the Director’s counterpart at HMC, the IRB Administrator is responsible for the efficient management of the Joint IRB, adapting to an evolving regulatory and research environment, and reconciling multiple sets of regulations. 


POSITION ACTIVITIES:

 

1. Responsible for the efficient management and documentation of Joint IRB activities, including supervising and training of staff from each institution that are assigned to support the Administrator and IRB.  Delegates tasks to staff as appropriate.

 

2. Conducts preliminary review of submissions to the IRB, communicates deficiencies to the investigators, and works with investigators to ensure identified issues are addressed adequately prior to review.

 

3. Analyzes and applies relevant regulations, policies and ethical principles to ensure that protocols undergo the appropriate level of review and that the review meets requirements; moderates negotiations between the IRB and investigators.

 

4. Oversees preparation for IRB meetings, including identifying expertise required for appropriate review, developing meeting agendas and ensuring that review documents are assembled and distributed.

 

5. Attends all IRB meetings to advise regarding applicable regulations, institutional policies and ethical principles and to ensure that meeting conduct meets requirements.

 

6. Evaluates the IRB review process on an on-going basis, and proposes and implements improvements; assists in preparing for internal and external audits and in preparing statistical reports.

 

7. Assists in the training of IRB members and of researchers and their team members.

 

8. Communicates with government officials, external consultants, and key personnel (such as counsel) of each institution to ensure compliance with all requirements.

 

9. If necessary, responsible for administration of the WCMC-Q IRB for any oversight activities remaining after the transition to the Joint IRB.

 

10. Performs other job related duties as required.

Qualifications

 

MINIMUM REQUIREMENTS:

 

1. BA/BS or the equivalent combination of related education and experience and a minimum of three years of progressive experience in the management of an IRB (or equivalent combination of related education and experience) are required.

 

2. Also required is the previously demonstrated working knowledge of, and ability to apply, human subject protection regulations and ethical standards.

 

3. Demonstrated proficiency in written and spoken English language (including basic medical terminology) is required.  Proficiency in both Arabic and English is preferred.

 

4. Maintenance of valid Certified IRB Professional (CIP) certification is required.  A candidate may be hired without current CIP certification, but will be required to obtain such certification within the first 2 years of employment.

 

HIGHLY DESIRABLE REQUIREMENTS:

 

1. Prior management and supervisory experience demonstrating the ability to train, guide and evaluate the performance of other support staff is preferred.

 

2. Experience with configuration and use of IRB or research administration software is preferred.

 

3. Experience with an accreditation process for human research protection programs is preferred.

 

4. A Master’s degree is preferred.
