Subject: RESEARCH PROJECT MANAGER

 

Reports to the Director and will work both independently and in collaboration with other Center for State Health Policy (CSHP) faculty and staff. Will have broadly defined work objectives and limited review of overall results. Is responsible for developing an impartial and rigorous analysis of state health policy issues to inform and support decision making by state officials and health care stakeholders in New Jersey and around the nation. Topics may include, but will not be limited to, aspects of the implementation of the Affordable Care Act (e.g., Medicaid expansions, health insurance exchanges), improving health and long-term care delivery systems and financing mechanisms (e.g., evaluation of enrollment in managed care of disabled persons enrolled in Medicaid), and developing and evaluating other policy strategies to promote health and advance the effectiveness and efficiency of health care services. Develops and manages project designs, budgets, and work plans to complete both quantitative and qualitative data collection and analyses. Develops and promotes research products and capabilities for the organization, reinforces existing client/sponsor relationships, and identifies strategic funding opportunities with new research sponsors and clients. Is responsible for report and proposal writing, frequently serving as Principal Investigator (PI) or assisting a PI to develop original research plans, schedules, and protocols to ensure successful completion of assigned projects. Implements appropriate methodologies while directly or matrix managing project teams conducting the research. Is responsible for completing technical reports, journal article submissions, and preparing conference presentations.

 

Requires a minimum of a master’s degree in a social science, public policy, public health, or related field. Also requires a minimum of five years of relevant health policy related professional research experience. Must have a demonstrated understanding of national and state-level health systems, policy areas, and trends; legal and regulatory frameworks; and financing. Requires excellent written and oral communication skills and strong quantitative and qualitative research skills, including research study design, human subjects rules and procedures, program evaluation, and survey design. Must be able to work with diverse groups on multidisciplinary project teams in a variety of roles, including team leadership. Knowledge of Medicaid policy, the Affordable Care Act, and health care delivery system reform and finance desired. An understanding of New Jersey's health policy decision-making process and identification of key stakeholders and policymakers a plus.
