If selected you will:

·        Develop scientific policies for public health informatics and perform a variety of activities and analyses related to public health informatics

·        Serve as the Senior Advisor for Informatics with the responsibility of researching, developing, managing, and providing leadership CGH-wide in information resources management (Public Health Informatics (PHI) and Information Technology (IT)) policies, standards, products and services

·        Provide leadership in designing, coordinating, and maintaining IT project goals, objectives, and priorities within CGH and in the general public health community

·        Serve as the primary in strengthening CGH's overall domestic and international programs in surveillance, resarch, prevention, and evaluation with innovative integrations of IT and science with public health science

·        Provide the overall direction, integration, and management of CGH's utilization of IT through the Center's scientific, programmatic, and administrative activities

·        Responsible for the formulation, development, implementation, maintenance, and user-support of CGH-wide computer applications for resource administration and management

·        Serve as the leader for CGH integrating emerging IT and science in disease prevention strategies, surveillance and information systems (IS), and research to strengthen disease prevention in the U.S. and internationally

Applicants must have one year of specialized experience at the GS-14 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. 

The applicants must meet the following requirements for the IT Program Manager (Policy & Planning), GS-2210-15:

A.  Basic Qualifications:

Must   have a Master's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks;  have a Ph.D. or equivalent doctoral degree; OR have three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

B.  In addition to the Basic Qualifications, the applicant must have the following Minimum Qualifications for a IT Program Manager (Policy & Planning), GS-2210-15:

Must have IT-related experience demonstrating each of the four competencies:   A) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; B) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; C) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; D) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

C.  In addition to meeting the above Minimum Qualifications for the IT Program Manager (Policy & Planning),  GS-601-15, the applicant must also meet the following Additional Minimum Qualifications:

 

Must have one year of specialized experience, equivalent to the GS-14 grade level in the Federal Service,which includes experience in providing leadership in the development, testing, implementation and evaluation of scientific information technology (IT) and information systems (IS); serving as an advisor to senior management in the development of public health information and surveillance systems; coordinating, planning, and implementing policy; and managing international and domestic programs dealing with surveillance activities, research, prevention, and evaluations of IT.
