Program Evaluation Coordinator of the NYC Condom Availability Program
Part-Time Position (May 15-October 1)

Purpose

The New York City Department of Health and Mental Hygiene (NYC DOHMH), Bureau of HIV/AIDS Prevention and Control is seeking a consultant to coordinate a program evaluation of the NYC Condom Availability Program.

New York City continues to be an epicenter for HIV transmission in the United States, where the virus disproportionately affects men who have sex with men, and people of color, primarily blacks and Hispanics.  Consistent and correct condom use is essential for interrupting the spread of HIV in New York City (NYC).  In 2012, the NYC Condom and Materials Distribution Unit distributed over 35.5 million male condoms and over 1.4 million female condoms.  NYC Condoms can now be found at over 3,500 locations around the city, including bars, clubs, restaurants, gyms and coffee houses, as well as hospitals, clinics and community centers.

Beginning in June 2013, the Bureau of HIV/AIDS Prevention and Control will launch a three-phase evaluation of the NYC Condom Availability Program. The program evaluation will draw data from the following sources: (1) NYC street-intercept locations, (2) DOHMH STD clinics and (3) community-based organizations (CBOs) providing HIV prevention and/or care related activities. The primary objective of the condom evaluation activity is to estimate NYC Condom use and gain a deeper understanding of factors influencing use or non-use of the NYC Condom.

Specific Duties
The selected applicant will act as project coordinator and will liaise with field workers, community partners and DOHMH staff to plan and implement evaluation activities.

The selected applicant will coordinate all study operations including:

  *   The facilitation of  working relationships with survey venues (CBOs and STD Clinics) to schedule survey outings;
  *   The supervision of all survey outings;
  *   Manage the hiring of research assistants/interviewers, and coordinate all trainings on data collection and other study protocols;
  *   Working with field staff to finalize survey schedule and ensure all outings are properly staffed;
  *   Ensure handheld devices for data collection are charged and present at each survey outing;
  *   Ensure and maintain participant confidentiality and data security.

Requirements:
*         Excellent organizational skills and previous project management experience
*         Knowledge of and experience with program evaluation, survey methodology and data collection
*         Ability to communicate complex issues, stimulate creative thinking, negotiate differences and facilitate learning
*         Experience working with a diverse group of community-based organizations
*         Proven ability to work with high-risk groups throughout New York City

*         Strong written and oral communication skills
*         Fluency in English and Spanish

Employment Term


The term for employment will be from May 15, 2013 through October 1, 2013. The end date of the project is subject to change depending on the progress of the program evaluation, analytic plan development and analyses.


Available Funds
The selected consultant will receive an hourly salary of $20.
