Just Released: On-line webcast on the New York State Hepatitis C Testing Law sponsored
by the New York State Department of Health


Hepatitis C Testing for People Born Between 1945 and 1965: Overview of New York State Law

In October 2013, New York State was the first in the nation to pass a public health law requiring primary care providers and certain health care providers to make a one-time offer of voluntary hepatitis C screening to all patients born between 1945 and 1965.

The NYSDOH AIDS Institute has developed a 40-minute webcast that will:

  *   Identify the clinical rationale for one-time voluntary screening for hepatitis C for all persons born between 1945 and 1965;
  *   Describe the key provisions of the law, including the health care settings and providers impacted by the law;
  *   Provide an overview of the new CDC hepatitis C testing algorithm;
  *   Describe the responsibilities of health care providers for reporting cases of acute and chronic hepatitis C;
  *   Describe New York State resources for the care and treatment of persons with chronic hepatitis C infection; and
  *   Provide answers to frequently asked questions, including: exceptions to the law, issues related to reimbursement for testing, patient consent, and others.

This half-day training focuses on the multifaceted issues facing clients when they consider disclosing their HIV status to family, friends, and service providers. Introduction to HIV, STIs, and Viral Hepatitis
This one-day training for non-physician health and human services providers addresses HIV, sexually transmitted infections (STIs), and viral hepatitis in an integrated, client-centered manner. Participants will review the similarities and differences in transmission, screening, treatment, and support services for each type of infection. The training will explain the rationale for providing integrated services and how to make appropriate referrals for testing and treatment.

This day-long training explores the broad definition of culture and how it impacts the effective and competent delivery
of human services. Participants will discuss the concept of "invisible privilege" and its effect on providing and receiving services; potential obstacles to providing effective services; and describe how these obstacles are created when diverse cultures, Western medicine, and human service delivery systems interact.

Developing Skills for Extended Outreach
The first half of this four-day training is designed to increase the skills of outreach workers to conduct outreach to hard-
to-reach populations. Using an outreach model, participants will learn a wide array of techniques for approaching clients, gaining their trust, and connecting them to needed services. The training includes opportunities for skills practice regarding client behavioral change and reviews concepts of motivational interviewing.

HIV Testing in New York State
A three-hour training, this course gives providers a thorough overview of New York State Public Health Law related to
HIV testing in clinical and community-based settings. Participants will learn about the requirement to offer HIV testing to
all patients ages 13-64 as a routine part of health care services; the key points to review with patients before obtaining
consent; the process for providing a negative HIV test result; the process for providing a positive test result, including arranging a medical appointment; and issues related to privacy and disclosure of HIV-related information.


This course is approved for 3.0 contact hours of continuing nursing education and for 3.0 hours of credits of continuing
medical education for physicians.

This full-day training gives participants an opportunity to engage in skills practice for HIV testing. Participants will learn
how to provide HIV pre-test messages to clients with special needs, low literacy skills, or limited English proficiency;
deliver preliminary positive or negative confirmed test results; arrange for HIV care for newly diagnosed patients; and conducting domestic violence screening.

This course is approved for 6.5 hours for the renewal of CASAC/CPP/CPS certification.

Working with Older Adults Living with HIV
A one-day training, this course provides an overview of epidemiological trends of HIV in New York State among older adults. It explains how sexual activity, social isolation, mental health problems, and substance use can contribute to HIV infection. Participants will learn strategies for addressing treatment and care issues with this population and for addressing sex and prevention burnout.

This course is approved for 6.5 hours for the renewal of CASAC/CPP/CPS certification.

Skills Building and Implementation of Stage-Based Behavioral Counseling
This three-day course provides advanced training and skills practice in stage-based behavioral counseling for HIV/STD
risk reduction and for adapting the stages of change/transtheoretical model of behavior change theory. It focuses on integrating this model into existing service provision, risk reduction counseling, HIV pre- and post-test counseling, and
case management. Participants will build upon their existing knowledge base of the stages of change model, develop and practice behavioral counseling skills to gauge the client's readiness for change, and discuss how to implement the model
in their work setting.

This course is approved for 19.5 hours for the renewal of CASAC/CPP/CPS certification.

Positive Prevention: Connecting Care and Prevention

In this one-day training, participants will learn how to reinforce with their patients that early initiation of treatment, retention in care, and suppressing viral load are critical to their health outcomes. The course will review how co-morbidities such has HIV/HCV co-infection, or HIV/syphilis co-infection can increase the likelihood of acquiring or transmitting STIs; how to refer clients to intensive prevention programs; and practice skills for promoting prevention among HIV-positive persons of all ages.

Promoting Primary Care and Treatment Adherence for HIV-Positive Individuals
Staying in care and adhering to a medications schedule are critical for HIV-positive persons. This day-long training
helps participants understand guidelines for HIV primary care and treatment adherence and how they can use the
guidelines to improve patient outcomes. Participants will learn the key elements of a comprehensive physical exam
and the laboratory screenings and assessments for people with HIV, including methods used to assess and measure adherence. The course also explains how providers, working as a team, can help coordinate health maintenance
services and make referrals for problems such as mental health issues, substance use, or domestic violence.
