Job Description
|
|
The Program Evaluation Unit conducts public health program evaluations, disseminates findings through publications and presentations, serves as a resource to other
units in DOHMH that need help with program evaluations, and trains DOHMH staff in program evaluation. The unit is skilled at inter- and intra-agency collaboration on evaluation projects, including acquiring data, developing study designs and methodologies,
analyzing data, and disseminating findings.
The Program Evaluation Unit has a vacancy for a City Research Scientist to serve as a data analyst in the unit. The duties of the data analyst will include:
• For an evaluation of supportive housing:
o Create analytic datasets from multiple complex administrative datasets.
o Propose statistical approaches for analyses of cost, health care utilization,
health, and other program outcomes.
o Implement statistical approaches, including propensity score matching and analytic techniques that take into account propensity score matching.
o Create charts and figures summarizing analyses, and contribute to written reports and papers.
• Provide statistical guidance for other program evaluations, such as an evaluation of sick leave policies in NYC, and work on analyses and reports of findings.
• Provide consultation to programs throughout the agency that need assistance with statistical methods for evaluating programs.
• Provide training for DOHMH staff on statistical elements of program evaluation.

Minimum Qual Requirements
|
|
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with
a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research
capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization;
or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research
Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills
|
|
• Graduate level education, plus work experience, in statistics for the social sciences, epidemiology, or other relevant fields;
• Highly advanced skills in using statistical software SAS and R to conduct analyses, including the ability to document and annotate SAS and R code;
• Advanced skills in working with multiple complex datasets and transforming them into datasets that can be analyzed;
• Excellent written and oral communication skills;
• Strong scientific writing;
• Strong commitment to team work, including working with team members to independently arrive at statistical conclusions and work together to figure out the cause of any conclusions that differ.
