The Open Society Foundations’ Public Health Program (PHP) seeks a full-time Program Officer in its New York office to develop and implement a body of work advancing financing and donor engagement for health and rights.

Job Profile

The Program Officer on health financing will focus on strategy development, grant-making, and operational efforts to shape the funding priorities of large multi-lateral and bilateral health funding mechanisms (including the Global Fund to Fight AIDS, TB & Malaria; and the President’s Emergency Plan for AIDS Relief (PEPFAR)).  In addition, the Program Officer will explore the role of philanthropic organizations and innovative financing mechanisms in bolstering funding support for health and human rights.

The Program Officer will play a role in developing the strategy in those areas; keep track of the fields; identify opportunities for funding and other engagement with partners; support other program staff in contributing to learning and innovation in the field, including through documentation and other operational activities; and represent the program externally. Work is carried out independently/under general supervision.

Program-Related Functions

Primary responsibilities will be:

  *   Playing a role in the development and implementation of OSF’s strategy to shape the trend of large donors; leverage support from private funders; and explore innovative financing opportunities to advance health and rights.
  *   Engaging with thought partners on health financing, including academics, policy-makers; civil society activists, individual experts and grantees as appropriate.
  *   Developing and implementing advocacy and other strategies to promote (a) human rights, (b) access to medicines, and (c) engagement in Middle Income Countries as core priorities of the major bilateral and multilateral health funding mechanisms.  This may include policy analysis and engagement with the Global Fund to Fight AIDS, TB & Malaria; PEPFAR; and private funders, in collaboration with colleagues across the Public Health Program and other OSF programs as appropriate.
  *   Coordinating with colleagues across the Public Health Program to understand      their priority issues, and to collaborate effectively to elevate such issues with multilateral and bilateral donors as well as other private grant making organizations.
  *   Crafting and managing a portfolio of grants related to health financing, which will include soliciting and evaluating proposals, preparing documentation, corresponding with grantees, conducting project site visits and monitoring grants to ensure progress.
  *   Providing capacity building support to grantees in designing and developing their advocacy projects.
  *   Convening meetings and seminars at a national, regional, and/or international level in support of agreed strategies.

Other

  *   Extensive travel will be required;
  *   Perform other duties as assigned.

Additional responsibilities will include:

  *   Tracking and managing budgets for the above work;
  *   Recruiting and managing external consultants to assist with the above work as needed;
  *   Traveling to relevant meetings and representing OSF as appropriate;
  *   Publishing and engaging in internal and external communications on OSF’s health financing work;
  *   The PO will collaborate closely with colleagues across PHP and other OSF Programs and Initiatives to catalyze support for effective financing for health and rights.

The Program Officer will report to the Deputy Director of the Global Financing & Support to the Field Division of the Public Health Program. The Program Officer will also work closely with staff based at foundations in Eastern Africa, Southern Africa, Central and Eastern Europe, and Central Asia as well as a network of technical assistants and consultants.

Qualifications and Experience

This exciting opportunity is for an experienced practitioner and/or grant-maker with substantial knowledge, expertise and programmatic experience on multilateral and bilateral financing for health and human rights.

The successful candidate will have:

  *   At least three years of professional experience in at least two of the relevant fields: (1) global health (specifically related to socially excluded groups, including sex workers, people who use drugs, and transgender people); (2) international health and human rights; (3) health financing; (4) global health policy development arenas (UNGASS; UNAIDS PCB; Global Fund; PEPFAR; etc).
  *   Advanced degree or equivalent experience in a relevant area such as public health, economics, social work.
  *   A proven track record of delivering change in relation to the above issues at global, regional and/or national level.
  *   Experience in developing and maintaining relations with donor organizations a plus.
  *   Grant-making experience desirable.
  *   Knowledge and/or experience working in one or more of the following regions: East and Southern Africa; Central and Eastern Europe and the former Soviet Union; Southeast Asia; and Latin America.
  *   Excellent written and oral communication skills in English.  Fluency in another language of relevance to OSF’s work a plus.
  *   Ability to work efficiently under pressure and on a wide range of tasks.
  *   Strong organizational skills and attention to detail.
  *   Willingness to undertake extensive international travel.
  *   Commitment to working as a member of a team.
  *   Ability to listen and communicate clearly and effectively with people from diverse cultures and backgrounds.
  *   Discretion and ability to handle confidential issues.
