The Open Society Foundations’ Public Health Program (PHP) seeks a full-time Program Officer in its New
York office to develop and implement a body of work advancing financing and donor engagement for health and rights.

The Public Health Program advances a human rights approach to health, with an emphasis on social inclusion, transparency,
accountability, and participation. We work to make justice systems more responsive to health, to challenge the health establishment to advance human rights, to shift power dynamics in health-related decision-making, and to influence the funding environment
for health and rights.

Job Profile
The Program Officer on health financing will focus on strategy development, grant-making, and operational efforts
to shape the funding priorities of large multi-lateral and bilateral health funding mechanisms (including the Global Fund to Fight AIDS, TB & Malaria; and the President’s Emergency Plan for AIDS Relief (PEPFAR)). In addition, the Program Officer will explore
the role of philanthropic organizations and innovative financing mechanisms in bolstering funding support for health and human rights.
The Program Officer will play a role in developing the strategy in those areas; keep track of the fields; identify
opportunities for funding and other engagement with partners; support other program staff in contributing to learning and innovation in the field, including through documentation and other operational activities; and represent the program externally. Work
is carried out independently/under general supervision.

The Program Officer will report to the Deputy Director of the Global Financing & Support to the Field Division of
the Public Health Program. The Program Officer will also work closely with staff based at foundations in Eastern Africa, Southern Africa, Central and Eastern Europe, and Central Asia as well as a network of technical assistants and consultants.
Qualifications and Experience
This exciting opportunity is for an experienced practitioner and/or grant-maker with substantial knowledge, expertise
and programmatic experience on multilateral and bilateral financing for health and human rights.
