Job Description





The Division of Prevention and Primary Care works to advance population health through supporting access to high quality health services and introducing innovative system changes that promote disease prevention and control in New York City. This Division builds upon a history of cutting-edge policy and programming in primary health care delivery systems and communities at large by bringing together the bureaus of Chronic Disease Prevention and Tobacco Control, Correctional Health, Primary Care Information Project, and Primary Care Access and Planning.



The Division is seeking a Project Manager who will coordinate the NYC Culture of Health Campaign? under the direction of the City Office of Labor Relations (OLR) leadership.  This DOHMH position will be seconded to OLR to develop a culture of health in all City agencies through the partnership and engagement of the City's workforce and its unions.  The Project Manager will work to create a campaign that will:



a. achieve three desired outcomes :

i. Keep healthy people healthy

ii. Prevent  at-risk workers from advancing to disease

iii. Increase the likelihood of effective management of those with chronic diseases

b. include the following elements and areas of focus:

i. work environment

ii. safety and health

iii. personal health

iv. increased information/knowledge

v. mental health

vi. physical activity

vii. team orientation

viii. Preventative health (i.e. flu vaccine)



Position Responsibilities:



1. Oversee and assist agencies in the following areas:

 Intervention design and implementation

o Assist with the selection of effective worksite interventions and the development of operational plans to put them into practice

o Provide training and materials to staff at all worksites to carry out the specific elements of campaigns and other interventions

 Communication

o Develop common communication strategies and messages for adaptation by all worksites and the Union to ensure clear and consistent health messages  across sites

Labor- Management Team development

o Provide and/or ensure training to the  labor-management agency-based committees to strengthen collaborative approaches

Data collection, and process and outcome evaluations

o Conduct  and/or assist with assessments  by adapting validated surveys to obtain baseline information to guide program development

o Provide common evaluation metrics and data collection approaches to track progress across sites

o Work with health plans and others to identify appropriate metrics

 Identify learning and collaborative opportunities to accelerate improvement and program implementation

 Other assistance as requested

Other tasks as needed



2. Identify expert consultants and partners to provide technical assistance in specific topic areas (nutrition, physical activity, hypertension, etc.); evaluation, communication, and other areas as needed.



3. Work collaboratively with agency leadership, unions and the workforce members as well as other stakeholders (i.e. insurance carriers, Welfare Funds, etc.)



4. Work with Campaign Planning Committee to implement strategic plan with goals, objectives and outcomes



5. Participate in worksite wellness professional organizations and leadership groups



6. Organize stakeholder meetings as needed.







Minimum Qual Requirements





1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work



2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.







Preferred Skills





Bachelor's Degree, minimum; Master Degree, preferred - in a related field such as public health, occupational health and safety, health education or community health; five to ten years of experience in participating in, directing and/or managing wellness programs, and/or other public health programs; demonstrated expertise in the design, development, implementation, communication, and administration of employee wellness programs and other population health programs; demonstrated experience overseeing or actively participating in process and outcome evaluations of worksite wellness or population health programs; demonstrated analytical/problem solving and project management skills and ability to track program metrics;

excellent interpersonal and presentation skills; excellent oral and written communication skills;

ability to work independently and as part of a team.
