Clinic Director



The Center for Alternative Sentencing and Employment Services (CASES), a private nonprofit organization, combines expertise in criminal justice and behavioral health services and collaborations with government and community leaders to improve outcomes for New York City residents involved in the criminal justice system, and those with mental illness who have not engaged in traditional mental health services. CASES is seeking an exceptional clinician who is also an effective business manager to run its newly launched Article 31 mental health clinic serving 500 clients. The clinic program is scheduled to open in October 2013 serving justice-involved youth aged 13 and above and adults. The clinic director will be hired before the main clinic and its satellite opens, to lead the implementation of a unique model focused on the behavioral health, health, and criminal justice needs of our target population. CASES is seeking a clinic director with outstanding credentials who is committed to providing exceptional mental health treatment to justice-involved youth and adults. The clinic director will be innovative and a results-oriented leader who is practical, flexible, and inspired by the challenge of launching a new program. The director will be responsible for clinical and administrative oversight, community outreach, criminal justice liaison, and staff hiring and training.



Responsibilities

• Oversee the day-to-day operations of the clinic, ensuring same day access, as it relates to consumers, staff members, and the facility;

• Implement and oversee evidence-based mental health, integrated dual disorder treatment, integrated primary care, trauma-informed, and integrated rehabilitation services to address the behavioral health and public safety needs of the target population;

• Develop and implement a specialized clinic treatment service for justice-involved youth and adults, as well as ensure the proper utilization of prosocial supports and community resources geared towards the consumer's successful recovery and reduction in criminal recidivism;

• Provide culturally competent services, supervision, and management in accordance with CASES policies and the delivery of excellent treatment to address disparities in access to treatment and behavioral health outcomes for individuals with criminal justice involvement and histories;

• Maintain professional relationships with youth, adults, and their families and significant others based on mutual trust and respect and in accordance with Recipient Rights;

• Ensure the proper evaluation of consumers as it relates to mental health, co-occurring substance use disorders, risk management, criminal justice history, strengths, domains of life, giving special attention to stigma and treatment needs related to criminal justice histories and impact of trauma and incarceration;

• Promote the integration of risk assessment and effective responses to reduce risk factors for recidivism;

• Supervise electronic charting in accordance with standards of care, collaborative/concurrent documentation, and confidentiality regulations;

• Participate in providing on call 24-hour crisis consultation on a rotating basis and oversee clinic's crisis services;

• Provide supervision to support clinical risk management to reduce serious incidents through proactive risk reduction strategies which identify potential problems and implement preventive measures;

• Implement outcome measuring for the benefit of consumers, as well as staff members. Utilize the outcome measures and other relevant data in the adjustment of consumers' need assessment and treatment plans, as well as the performance reviews and the individual improvement plans of staff members;

• Maintain a welcoming, pleasant and professional treatment environment;

• Enhance consumer satisfaction through the provision of individualized and customized treatment, supporting high rates of successful recovery, and

• Stay up to date on Affordable Care Act, state and local reforms, policies, statutes and regulations relevant to the delivery of healthcare and clinic operations.



Quality Assurance

• Implement and enforce all regulatory standards, requirements and guidelines as it relates to state and local standards of care for youth and adults as required by NYS Office of Mental Health, NYC Department of Health and Mental Hygiene, Managed Care Organizations, Medicaid and Medicare, and private insurance;

• Implement and follow CASES' policies and procedures, clinic policies and procedures, clinical risk management, and quality assurance practice standards;

• Report incidents, significant events to Director of Behavioral Health Programs, HR Director, General Counsel, Governing Body, Executive staff, as it relates to their respective scope of responsibilities;

• Maintain a safe and professional work and treatment environment in the clinic. Mitigate, remove and/or resolve any potential risks, hazards, and nuisances;

• Improve clinical results through the implementation of data tracking and innovative treatment practices;

• Provide in-service training and promote staff development to ensure clinic staff have core competencies to effectively treat youth and/or adults with complex treatment needs including co-occurring disorders, risks factors for continued justice involvement, and past histories of poor engagement in mental health treatment;

• Utilize consumer and family member input to inform and shape clinic operations



Financial Performance

• Pursue census growth through the implementation of effective outreach, liaison with criminal justice and community groups;

• Ensure efficient utilization of clinic resources and follow productivity guidelines for all staff members;

• Manage the clinic's operational budget, giving special attention to access to services, treatment engagement, verification of eligibility and billing performance;

• Promote effective performance of billing and scheduling staff;

• Participate in the planning, analysis, interpretation, and regular review of clinic's fiscal operations, and

• Evaluate clinic through comparison of actual fiscal performance with planned objectives; research and determine causative factors in fiscal trends; interpret trends, formulate and recommend corrective actions as needed.



Human Resources

• Recruit and train personnel allowing for effective operations and proper levels of services;

• Set expectations in detail, provide feedback in "real time" and maintain individual accountability of your staff members through performance reviews and annual evaluations, outcome measuring and professional development plans according to CASES' policies, and

• Encourage the professional development and growth of the clinic's salaried and fee-for-service staff through training, case conferencing, individual and group supervision, peer reviews and ongoing education.



Minimum Qualifications

• LCSW or Psy.D.

• Current professional NYS license in good standing;

• At least three years of relevant supervisory experience;

• At least three years of experience working in an Article 31 mental health clinic;

• Excellent social skills, professional demeanor, and leadership;

• Excellent communication skills both written and verbal;

• Proficiency in Microsoft Office Suite, and

• Interest in the criminal justice system and effective treatment for justice-involved populations.



Preferred Qualifications

• Knowledge of the criminal justice system, alternatives to incarceration, mental health courts, probation, parole, NYC jail and NYS prison systems, and evidence-based responses to reduce the justice involvement of youth and adults involved in the criminal justice system;

• Program startup and marketing;

• Bilingual Spanish speaking, and

• Experience with electronic health records (EHR).

DESCRIPTION: The Harvest Home Eating for Good Health Community Education Program (EGH) is designed to educate community residents, both at the Farmer's Market and at local venues, year round. A primary goal of the project is to build the sustainability of farmers markets in high need communities as a source for affordable access to farm fresh produce and create educated, health conscious consumers of all ages in these urban communities. The program will increase the consumption of value added crops and herbs by linking broader community health issues to dietary practices. The summer component will include a 15-20 week nutrition education program and food demonstration at select Harvest Home farmer's markets from June-October



Summer interns responsibilities include, but are not limited to:

• Promoting healthy eating practices using farm fresh produce found at the markets.

• Conducting cooking demonstrations using seasonal produce obtained that are culturally appropriate.

• Completion of a Community Food Educator training with an emphasis on community engagement, using local and seasonal plant, and food handling and cooking techniques.

• Working with the Program Coordinator, community based organizations, health and nutrition organizations, and community residents from several New York City neighborhoods.



QUALIFICATIONS:

• Possess an interest in making a difference with respect to nutrition, while having a passion for food accessibility and healthy food choices

• Preferably college or graduate students with some nutrition background (college coursework in nutrition preferred)

The Nutritionist position reports to the WIC Program Director and will work in the WIC program to help clients plan food and nutrition meals and promote healthy eating habits.



DUTIES AND RESPONSIBILITIES:

1. Certification of WIC participants in accordance with USDA regulations and the New York State Plan, as well as with Local Agency Procedure.

2. Provide individual and group nutrition education to WIC participants which includes basic and secondary contact mandated in WIC regulations.

4. Assist to develop and/or update the Local Agency Nutrition Education and Outreach plan, annually.

5. Identification of nutrition education needs of participants.

6. Screen and identify High-Risk participants. Provide individual counseling. Documentation of a Nutrition care plan (according to SOAP) for all High-Risk participants in the WIC Program.

7. Prescription of food packages according to the nutritional needs of participant.

8. Submission and completion of certification forms to BDCR.

9. Compile and develop educational materials to be utilized during nutrition consultations and/or group nutrition education classes.

10. Keep abreast of new developments in the field of child and maternal health nutrition. Utilize current knowledge in daily education of WIC participants.

11. Keep abreast of current program policies and procedures. (Federal, State, and Local Agency level.)

12. Responsible for all record keeping associated with Nutrition Education.

13. Follow-up on Nutrition Education goals.

14. Conduct annual WIC participant survey.

15. Conduct annual Nutrition Education Expenditure Report.

16. Participate in outreach activities.
