The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID).



GHFP-II's goal is to improve the effectiveness of USAID health programs by developing and increasing the capacity of health professionals with tailored development opportunities. This is accomplished through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels, and performance management and professional development activities aimed to enhance the technical and leadership skills of fellows.



BACKGROUND:

The objective of USAID's service delivery programs in family planning and reproductive health (FP/RH), within the framework of the Global Health Initiative (GHI), is to develop, test, and facilitate the scale-up of evidence-based, innovative strategies and approaches that improve the performance of individuals, organizations, and systems for sustainable delivery of quality family planning and related services.



It is recognized that health service delivery must be supported by efforts to strengthen other areas of the health system. Consequently all of the Service Delivery Improvement (SDI) Division's projects and activities are designed to address aspects of health systems relevant to achieving our FP/RH objective. These efforts may be the principle area of intervention of a project or they may be incorporated into the project's portfolio of more direct service delivery interventions.



The SDI Division currently implements two projects focused on the health workforce component of health system strengthening: the CapacityPlus Project and the Leadership, Management and Governance (LMG) Project.



The CapacityPlus Project is the Bureau for Global Health's flagship health systems strengthening project addressing the health workforce crisis by improving both the number and quality of healthcare workers.  It develops, implements, evaluates and promotes innovative approaches to human resource issues across the spectrum of policy and planning, including management of human resources; education and training; and performance support for productivity and retention.



The Leadership, Management and Governance Project is the Bureau for Global Health's premier health systems strengthening project addressing the lack of leadership, management, and governance capacity of health care providers, program managers, and policy makers at all levels of the health system, public and private, to implement quality health services.  It develops, implements, evaluates and promotes innovative tools and approaches, including information technology, to leadership, management and governance issues in policy, planning, service delivery, education, training and capacity building.



Other projects in the SDI Division that currently include interventions that improve human resources for health and build capacity in technical quality and performance and various aspects of leadership, management and/or governance include: MCHIP, which supports the integration of FP with maternal, neonatal and child health services; RESPOND, which strengthens FP programming with a focus on increasing access to voluntary long-acting and permanent methods of family planning; SIFPO, which strengthens the quality and availability of FP services through international organizations; SHOPS, which expands FP availability through private sector initiatives; and Advancing Communities, which increases FP availability through community based programming.





INTRODUCTION:

Based within the SDI Division of the Office of Population and Reproductive Health, the Health Workforce Technical Advisor (Technical Advisor) will provide technical assistance for human resources for health, capacity building in leadership, management and governance, and systems strengthening in SDI Division projects and activities.



The Technical Advisor will substantively contribute to the oversight, implementation, and management of the CapacityPlus and LMG Projects, including technical review of project work plans, budgets, monitoring and evaluation plans, project products, and annual management reviews.

The Technical Advisor will receive day to day guidance from the Agreement Officer's Representative (AOR) of each of the human resources and capacity building projects. S/he will serve as a member of the SDI Health Systems Team, and will work closely with other SDI project managers and other technical staff. The Health Workforce Technical Advisor, the AORs of the two health workforce projects in the SDI Division, and the Systems Strengthening Team Leader will jointly develop the Advisor's individual annual work plan to include specific work objectives, tasks and anticipated country visits (TDYs).



ROLES AND RESPONSIBILITIES:



The primary responsibilities of the Health Workforce Technical Advisor include:



A. Project Oversight: primarily for the human resources (CapacityPlus) and capacity building (LMG) projects and for other Division projects as called upon

  *   Provide technical and strategic guidance to the projects
  *   Support the projects' implementation through guiding, developing and reviewing documentation prepared by the Cooperating Agencies (CA), including core budget requests, work plans, performance monitoring plans, progress reports, technical products and publications; tracking financial reporting; and presenting project results during annual results reviews
  *   Provide ongoing technical management and support the financial oversight of the projects
  *   Help ensure that projects adhere to USAID rules, regulations, and requirements
  *   Prepare written project documentation as needed for the projects, including waivers, technical memos to the file, and other supporting documents
  *   Coordinate with other PRH Divisions (including Research and Technology Utilization, Policy, Evaluation and Communication, and Contraceptive Supply and Logistics) and Technical Priority Champions and other Offices, to identify opportunities to collaborate on implementation of evidence-based interventions and approaches that support the scale up of health workforce interventions
  *   Identify opportunities and develop plans for gathering, synthesizing and reviewing evidence on health workforce interventions and approaches; defining evidence-based health workforce interventions and approaches; and supporting strategies for applying and scaling-up evidence-based health workforce interventions and approaches
  *   Establish and maintain communications with USAID Missions to inform them about the projects; coordinate support for the projects' field activities through work planning; and monitoring project implementation, performance and results in country programs
  *   Facilitate project monitoring through weekly meetings, annual management reviews and follow-up communications, and making field site visits to assess and/or monitor program progress
  *   Support project evaluation through designing evaluations and assessments, drafting related scopes of work and supporting outside evaluation teams
  *   Collaborate with staff from other Bureau for Global Health Offices, Regional Bureaus, other technical bureaus and offices, other US Government agencies, other donors, multilateral agencies, non-governmental organizations (NGOs), faith-based organizations (FBOs) and others



B. Serve as Health Workforce Technical Advisor to Bureau for Global Health, other Bureaus, Agency programs and initiatives, and Missions

  *   Lead or support project design by providing technical input, drafting concept papers and scopes of work for RFA/RFPs, and serving on Technical Evaluation Committees
  *   Participate as a member of one or more Bureau for Global Health Country Support Teams and participate in Country Team phone calls
  *   Participate in Bureau for Global Health, PEPFAR and other USG interagency Health Workforce and/or Family Planning Technical Working Groups
  *   Review and provide feedback on Mission reporting documentation
  *   Assist the Division Chief and staff with preparation of briefing documents for country visitors, USAID and State officials, responses to congressional inquiries, as needed
  *   Provide technical and strategic planning guidance to USAID field Missions for the design, implementation, monitoring and evaluation of health workforce project activities, country strategies, GHI strategies, drafting documentation as needed
  *   Conduct site visits to selected countries
  *   Collaborate with and, as requested, make technical contributions to, other USAID programs and initiatives such as the Global Health Initiative, BEST, the President's Malaria Initiative, PEPFAR, Feed the Future, USAID Forward, GH Forward, and other programs
  *   Coordinate strategic approaches to and project activities of the health workforce with: (a) other divisions in PRH, (b) other health divisions, such as health systems, (c) other sectors such as education, income generation and governance, and (d) Regional Bureaus
  *   Collaborate with staff from USAID Missions, other USG agencies, NGOs, FBOs, donors and multilaterals in country, and representatives from the host government and the NGO/FBO and commercial sectors
  *   Disseminate health workforce evidence-based best practices and findings

Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Technical Advisor's own interests.



REQUIRED KNOWLEDGE, SKILLS, AND EXPERIENCE:

  *   Master's degree in public health, health policy, business administration, social sciences, or other relevant discipline, such as medicine, nursing and midwifery
  *   Minimum five years' experience in design, administration, management and implementation of health programs in public, NGO and/or private sectors in developing countries with a focus on leadership, management and/or governance programs, human resources for health, and/or health systems strengthening, with at least 2 years' experience in an international or resource challenged setting
  *   Recent knowledge and experience in human resources for health in developing countries
  *   Demonstrated knowledge of management, leadership and/or governance
  *   Demonstrated understanding of public health issues: family planning/reproductive health, maternal and child health, health systems strengthening or HIV/AIDS
  *   Basic knowledge of USAID reforms, health initiatives and rules and regulations
  *   Strong project management skills and knowledge of USAID projects
  *   Experience managing USAID funded programs preferred
  *   Foreign language fluency preferred
  *   Strong interpersonal skills and ability to work in an inclusive and collaborative team environment
  *   Strong oral and written communication skills, including presentation
  *   Strong computer skills including MS Office Suite and other software related to presentations
  *   Ability and willingness to travel domestically and internationally (about 25%)
  *   US Citizenship or US Legal Permanent Residency required
