USDA Releases Final CACFP Rule

The United States Department of Agriculture has released a final rule updating nutrition standards for the Child and Adult Care Food Program<http://click.rwjfmail.org/?qs=b398e05f59cd80a708ae6ea9d120688a13d8850a3602324a5594dee9941f25cf> for the first time in more than four decades, requiring more fruits and vegetables and less sugar and fat. Risa Lavizzo-Mourey, president and CEO of the Robert Wood Johnson Foundation, submitted comments in support of the proposed changes,<http://click.rwjfmail.org/?qs=b398e05f59cd80a7152a73a5ae58feb6c5c98edac162f24c7c964de22656ffba> noting that they will help advance RWJF’s goal of all children entering kindergarten at a healthy weight by 2025. The new rule will take effect October 1, 2017.

Healthy Food Access Bill Enacted in Florida

Florida Governor Rick Scott (R) has signed a bill that will direct the state’s agriculture department to create a healthy food financing initiative, which will give low-cost loans to open grocery stores, or expand healthy offerings in existing stores, in federally designated food deserts<http://click.rwjfmail.org/?qs=b398e05f59cd80a756d307ee93c92effa47c42477ceeb5a96f50d21b0542a96c>. The initiative would include a mix of state appropriations and private sources of funding; eligible stores would be required to accept federal food assistance benefits and allocate at least 30 percent of space to perishable foods such as fruits and vegetables. At a recent meeting, the city council of Albany, Calif., discussed the possibility of implementing a soda tax<http://click.rwjfmail.org/?qs=b398e05f59cd80a732198a0e5cc015d3809b90b139b637c634437b0c45bbffb8>. The city’s Social and Economic Justice Committee has proposed that Albany levy a penny-per-ounce tax on distributors, with revenue directed to the general fund. Such a measure would require a simple majority to pass; the council may decide in May whether to put the tax on the city’s November ballot.

National Childhood Obesity Rate Remains High

A new study published in Obesity finds no evidence of a decline in national obesity rates among any age group<http://click.rwjfmail.org/?qs=b398e05f59cd80a73321a942bdd243b6faf4edaeeb595c3d1155d3b02229411a>. The authors examined the latest data from the National Health and Nutrition Examination Survey and found that the upward trend in obesity prevalence beginning in 1999 continues through 2014. A proposed three cents-per-ounce tax on soda and other sugary drinks in Philadelphia “will prevent thousands of cases of childhood and adult obesity, prevent new cases of diabetes, increase healthy life years and save more in future health care costs than it costs to implement,”<http://click.rwjfmail.org/?qs=b398e05f59cd80a79b6ccc4556297e8b8d171ce6a825d70d02bc1e768e0f1723> according to a modeling study conducted by researchers from the Harvard T.H. Chan School of Public Health’s CHOICES project. The model projects that the soda tax would result in 36,000 cases of obesity being prevented.

Toddlers who eat more snacks after a filling meal are more likely to gain body fat and develop obesity<http://click.rwjfmail.org/?qs=e72d085a780f317c7d706dc3c10035e2304dae29bafcbe888342b1ecb3bfd3cc>, particularly children who choose sweet-tasting snacks, according to a study published in Pediatrics. Researchers determined that children who consumed more calories at 27 months, and those who showed more of a preference for sweet snacks, were more likely to have higher BMIs at 33 months of age.
